Why this document exists
Outdoor events increasingly land in places chosen for what the sky does above them rather than for what lives on the ground. An eclipse fixes the date years ahead and fixes the geography absolutely: totality falls where it falls, often across coastline, desert margin, tundra or floodplain with no ecological survey in living memory.
That combination — an immovable deadline, a remote site, a production timeline compressed into weeks — is what routinely squeezes ecology out. Not indifference. Sequence. By the time anyone asks whether the ground matters, the site is signed, the permits are in, and the graders are booked.
Meanwhile the built environment solved this decades ago. Any road, quarry or housing scheme in Europe runs a breeding-bird survey before ground is broken, because it is required and because the cost of discovering a protected species mid-build is far higher than the cost of looking first. Touring events, which do comparable groundwork on comparable ground, mostly do not — and there is no widely adopted standard for them to follow even when they want to.
This is one, deliberately short. It borrows from standard construction-ecology practice and compresses it to what a production can carry between sites. Nothing here is novel; the contribution is that it fits on one page and can be agreed in a meeting.
Not a legal opinion, and not a substitute for a qualified local ecologist — the entire point of gate 0 is to get one involved early and cheaply. Jurisdictions differ, protected-species lists differ, and breeding seasons differ by latitude. What travels is the sequence and the authority structure, not the dates.
The five gates
Each gate has a trigger, an owner, and something that cannot proceed until it clears. A review that produces a report but blocks nothing is decoration.

Gates 0 through 4 together cost less than a single stage's lighting package. That is the comparison to reach for, because the objection is almost never "we don't care about wildlife" — it is "we don't have budget," and the honest answer is that this is not where the budget goes.
Three rules that make it real
The gates fail in predictable ways. These three rules are what the failures teach.
Ground works never fall inside the local breeding season
No exceptions and no schedule-pressure carve-outs, because the carve-out is the failure. Ground-nesting birds are invisible from a vehicle and their nests are indistinguishable from gravel; "we looked and saw nothing" is not evidence of absence during laying. Get the local dates from the regional institute and put them in the build calendar as a hard constraint, in the same category as a road closure.
The ecologist reports to the promoter's board, not to site production
Production always has a schedule reason to overrule ecology, and it is usually a good reason. If the ecologist's invoice runs through production, the ecologist loses every time — not through bad faith, but through ordinary organisational gravity. Reporting line up, invoice paid centrally, stop-work authority in writing.
Publish the survey and the constraints map
Publication is what converts an internal promise into something with teeth, and it is also the only version of this that earns any public credit. A festival that publishes its constraints map has done something checkable; one that mentions sustainability in a press release has not.
Siting: most constraints are one shape on a map
The reason gate 0 is cheap is that ecological sensitivity is usually concentrated rather than spread evenly. The most common serious constraint on open ground is a colonial nesting bird, and colonial species are unusually easy to accommodate.
Terns are the clearest example, and a useful one because they are ground-nesting, widely distributed, often protected, and well studied. What makes them tractable generalises to gulls, waders, seabird colonies and many bat roosts:
- They concentrate. Hundreds to thousands of pairs pack into a few hectares. There is no diffuse sensitivity surface to negotiate over — there is a shape, and land outside it.
- They are site-faithful. Adults return to the same colony year after year, so the polygon is stable between seasons. Survey once and the map stays useful for the life of the site relationship.
- They are conspicuous. A tern colony in breeding season is the loudest thing in the landscape and it will physically attack anyone who walks into it. This is not a survey requiring subtlety. One competent person walking the site once, in season, finds it.
- They shelter other species. Ground-nesters including eider deliberately nest inside tern colonies, because terns drive off gulls, skuas and foxes. One polygon protects a wider assemblage than its headline species.
- Their habitat is buildable. Open gravel, shingle, crushed shell, a predator fence. Unlike a wetland or an old-growth stand, a credible replacement can actually be constructed — see Repair.
"Adopt an environmental review process" sounds like consultants, delay and unbounded cost. The accurate version of the ask is almost always narrower: there is one polygon on this site — draw it, keep 50 to 100 metres off it, and put the campground somewhere else. One map, one buffer, one relocation. A production lead can agree to that in the room without escalating.
Two things to say out loud rather than avoid
A tern colony inside a campground is a genuine safety problem. They dive-bomb people, hard, and drawing blood from a paying attendee is a real operational concern. Anyone advocating for the birds who pretends otherwise gets dismissed, correctly. The answer is not "camp in the colony." It is: move the camping 50 to 100 metres and build the birds a better patch than the one they had. That version is cheaper, safer and defensible all at once.
Concentration cuts both ways. Because everything is in one place, there is no partial loss. You do not damage twenty per cent of a colony. That is precisely why the buffer is not negotiable down to ten metres, and it is worth stating once, plainly.
The objection that actually blocks this
Almost every failure to survey traces back to one fear, and it is rarely stated directly: looking creates a record, a record creates exposure, so the apparently rational move is not to look.
This is worth naming as a recognised, general phenomenon rather than a personal failing, because that is what makes it discussable. It has a literature in endangered-species practice and drives the same avoidance in protected-species surveying elsewhere. Nobody involved thinks of themselves as concealing anything; the incentive simply points away from information.
Four things dissolve it. The third is the one that actually moves a decision-maker.
- Separate discovery from blame, explicitly and in writing. Frame the survey as a forward-looking baseline for the next site decision rather than an investigation into the last one. This is usually also just true: a survey in September cannot reconstruct June.
- Pre-agree the remedy before you look. People fear discovery when its consequence is unknown and unbounded. Agree the response in advance — "if there is a colony, camping moves 80 metres and we fund a replacement patch" — and then survey. The finding now triggers a known, priced, survivable outcome instead of an open question.
- Documentation bounds liability rather than creating it. Without a survey, exposure is unbounded and rumour-shaped: an allegation about a protected species can grow to any size, and an organisation with no survey has nothing to say back. A survey converts an unbounded reputational risk into a defined, costed, fixable line item. The problem being solved is not a wildlife problem. It is an uncertainty problem.
- Let a third party hold the data. If a regional institute or university authors the finding, the promoter is not the author of evidence against themselves. The facts are identical and the felt exposure is much lower, which matters more than it should.
A related objection: "farmers do worse every year"
Agricultural mowing does destroy ground nests, at scale, in most of Europe, and visitors are often precious about one visible incident while ignoring the working landscape around it. Conceding that immediately costs nothing. But it does not transfer, for two reasons worth keeping short.
First, it is a comparison rather than a standard: protective legislation does not test whether you did less harm than the least careful actor nearby. Second — and this is the decisive one — the mechanism is different. A mown nest is a lost clutch in one season, and the field is nesting habitat again the following spring. Grading, compacting and gravelling converts the substrate: it is not habitat next season or in five. Loss of a breeding attempt and loss of the breeding site are different categories, and only one of them compounds.
Repair, when it has to happen
Prevention is the whole point of gates 0 to 2, and repair is what is left when they were skipped. Fortunately, for the concentrated ground-nesting species most often affected, habitat creation is a developed practice with real evidence behind it — which means this is a known project with a known shape rather than an open-ended commitment.
Replacement patch plus footprint restoration
Where an event footprint will be reused, arguing over restoring the exact ground beneath it wastes the leverage. Build a dedicated replacement patch nearby — larger than what was lost and permanently protected — and restore the footprint at teardown as well. Compensatory habitat is what a regulator would ask for, it is usually cheaper than the dispute, and it has a far better chance of producing birds.
Specification
- Substrate: flat, open aspect, bare or sparsely vegetated gravel or shingle. Crushed shell spread on the surface measurably increases uptake.
- Vegetation control: mechanical scrape back to bare ground at least every five years, strimming between. Dense vegetation invites gulls, and gulls displace terns.
- Predator exclusion: anti-predator fencing designed in from the start rather than retrofitted. Chick shelters give refuge from both predators and weather.
- Social attraction: decoys plus a solar-powered audio lure. This is the tool that actually pulls birds onto new ground, demonstrated on Caspian tern, roseate tern and Chinese crested tern projects.
- Timing: all works outside the local breeding season, without exception.
- Monitoring: annual counts and productivity monitoring for a minimum of five years, by the same team each year.
What to expect, honestly
Recolonisation typically runs one to three years. Comparable projects have drawn common terns the season after completion and grown from tens to dozens of pairs over three seasons. But initial occupation does not guarantee sustained breeding, and local food supply — not habitat — is often the limiting factor. Overselling this is a mistake: a replacement patch is a real remedy and a partial one.
Do not let anyone attach a figure before the survey. Capital cost is dominated by predator fencing and scales with area, so a number invented early is either indefensibly high, which kills the proposal, or too low to do the work, which is worse. Scope it with the local institute after the survey.
Paying for it
Three models. They are not alternatives so much as different jobs, and the common failure is picking the one that generates goodwill and calling it done.
Per-ticket levy
A fixed amount per ticket, mandatory rather than opt-in, named and visible at checkout. Simple, legible, scales with the event, and travels to every future edition without renegotiation. Attendees broadly accept this when it is disclosed rather than buried.
Restoration bond
A deposit lodged before build, released only when the ecologist signs off the handback report. Exactly what municipalities already require of construction. It changes behaviour far more than a fund does, because the money is already at risk during the build rather than after it.
Multi-year local grant
Committed funding to a regional conservation body for monitoring. Cheap, generates real local goodwill, and produces data that did not previously exist. It prevents nothing on its own, so it should never be the whole answer.
The bond prevents, the levy repairs, and the local grant comes out of the levy. A fund without a bond is a licence to do damage and pay for it afterwards, which is the failure mode of most event sustainability programmes.
Governance, which is where these usually die
- The promoter must not hold the money. A standalone non-profit, or a restricted fund administered by an established conservation organisation.
- The local conservation partner holds a veto on disbursement. Without it, this is a marketing line item with a bank account.
- Publish what came in and what went out, annually. One page is enough.
- The fund follows the event. Money raised in a country stays in that country, but the mechanism and the governance travel intact to the next site.
Adopting it this season
If a site decision is live right now, the useful subset is short. Everything else can follow.
- Run gate 0 before signing. One desk screen and one call to the regional nature institute. If a site cannot survive that, it is better to know before the contract than after the graders.
- Get the local breeding-season dates in writing and put them in the build calendar as a hard constraint.
- Name the ecologist and the reporting line — to the board, with stop-work authority, invoiced centrally.
- Pre-agree the remedy so that a finding triggers a known outcome instead of an argument.
- Put the levy and the bond into the budget model while it is still being built. After the model is locked, both become a fight.
Many do, because in some places there is no alternative. If so, the principle of a pre-build survey with veto power over siting is already accepted, already budgeted and already scheduled. Adding ecology to an existing gate is a far smaller ask than inventing a process, and it is difficult to argue that the ground's living inhabitants warrant less checking than its dead ones.
